To strengthen the management of fees for international students and enhance the standardization and institutionalization of work related to international students, in accordance
with relevant school fee regulations and the practical work situation of international students, the fee standards for international students who exceed their scholarship period or postpone their graduation are stipulated as follows:
I. Postponed graduation refers to those who apply for an extension of their study period due to failure to complete their studies within the prescribed academic duration.
II. Scholarship students whose scholarship period has expired (including those whose scholarships have been terminated) will be converted to self-financed students and will pay
relevant fees according to the standards for self-financed students.
III. For students (doctoral candidates) receiving the Liaoning Provincial Government Scholarship, the scholarship funding period is three years, and the academic duration is four
years. The fourth year is tuition-free (no academic fees or supervisor allowance will be provided, and on-campus accommodation is required). Other expenses in the fourth year, as
well as all expenses in the fifth year and beyond, shall be paid according to the standards for self-financed students.
IV. For self-financed international students who postpone their graduation, there are two types of tuition fee structures:
1. For those who have completed the required credits specified in the training plan and do not need to attend classes, they may be exempted from tuition fees if they choose to return to their home countries to continue writing thesis and their supervisors agree, and if the school does not need to handle visa and administrative matters; if they choose to continue writing their thesis at the school, they will need to pay a student status management fee of 2000 yuan per semester. If they have passed the pre-oral defense, they may apply for tuition fee exemption.
2. For those who have not completed the required credits specified in the training plan, if the uncompleted credits are less than 10 credits, tuition fees will be charged at 50% of the original tuition fee standard; if the uncompleted credits are 10 credits or more, tuition fees will be charged in full according to the original tuition fee standard. During the period of deferred graduation, tuition fees for degree program international students can be paid on a semester
basis.
V. For self-financed international students who postpone their graduation, accommodation fees, insurance premiums, visa fees, and other related expenses shall be charged according to the relevant standards set by the International Students’ Education Center of Dalian Maritime University, insurance companies, public security organs, and other relevant departments, with no discounts available.
VI. These regulations shall come into effect from the date of issuance, and the power of interpretation resides with the International Students’ Education Center of Dalian Maritime
University.
