In accordance with the requirements of the "Management Measures for the Recruitment and Training of International Students in Schools" jointly formulated by the Ministry of Education, the Ministry of Foreign Affairs, and the Ministry of Public Security (Order No. 42), the International Students’ Education Center(ISEC) of DMU implements a comprehensive medical insurance system for international students, requiring all international students studying in China to purchase comprehensive medical insurance. In accordance with the spirit of the “Notice on Regulating the Purchase of Comprehensive Medical Insurance by Chinese Government Scholarship Students in Higher Education Institutions of China” (JWSL [2020] No. 569), and in combination with the actual situation of ISEC, the Work Guidelines on Comprehensive Medical Insurance for International Students in the 2023-2024 Academic Year of the International Students’ Education Center of Dalian Maritime University were formulated.

Work Guidelines on Comprehensive Medical Insurance for International Students of the International Students’ Education Center of Dalian Maritime University in the 2023-2024 Academic Year

ISEC implements a comprehensive medical insurance system for international students in accordance with the requirements of the "Management Measures for School Recruitment and Training of International Students" jointly formulated by the Ministry of Education, the Ministry of Foreign Affairs, and the Ministry of Public Security (Order No. 42), requiring all international students studying in China to purchase comprehensive medical insurance (hereinafter referred to as "insurance"). In accordance with the spirit of the “Notice on Regulating the Purchase of Comprehensive Medical Insurance by Chinese Government Scholarship Students in Higher Education Institutions of China” (JWSL [2020] No. 569) and taking into account the actual situation of ISEC, we hereby provide the following guidelines for the work of international student insurance for the 2023-2024 academic year.

1、 Insurance plan and premium

According to the regulations of the Ministry of Education of the People's Republic of China, all international students studying in our school must purchase comprehensive insurance in Chinese Mainland. For those who have not purchased the required medical insurance, the school will not handle the registration procedures. Comprehensive medical insurance for international students can be voluntarily selected by students from Ping An Endowment Insurance Co., Ltd. Beijing Branch (hereinafter referred to as "Ping An") or China Life Insurance Company Co., Ltd. Dalian Branch (hereinafter referred to as "Life"). The insurance scheme follows the standard of 800 yuan/person/year (or 400 yuan/person/half a year and below). For the insurance amount, insurance liability and services, please refer to the Table of Insurance Premium (Annex 1). The effective date of the insurance is August 25th (or February 25th) of each year. Students must complete insurance coverage before registering for each academic year, and in principle, degree program students are required to purchase insurance on an annual basis. International students who have a study period of six months or are expected to graduate and leave the school within six months can choose to be insured for six months. International students who receive short-term training or have a study period of less than 6 months can consult the Service and Guarantee Office of ISEC before purchasing.

2、 Student insurance method

The student's insurance method is self insured and self payment. The information of old students are already in the insurance company database. Students can directly pay the insurance premium and obtain payment vouchers according to Annex 2 "Guidelines for Student Insurance Process (Ping An)" and Annex 3 "Guidelines for Student Insurance Process (Life)". New students (including exchange students and short-term students) who participate in insurance for the first time need to fill out the "Insurance List for People Coming to China" (Annex 4), and can purchase on their own after the insurance company inputting student data in database (the purchase method is the same as for old students).

3、 Verification method

When registering for the new academic year (semester), each office of ISEC is requested to do verification work in accordance with the Dalian Maritime University New Foreign Student Registration Form and the Dalian Maritime University Returned Foreign Student Registration Form, and register the international students after confirming that they have completed the insurance. The student insurance information is subject to the information in the management system of ISEC, and the Service and Guarantee Office of ISEC has the responsibility of verifying and inputting student insurance information into the management system.

4、 Insurance Claims Guidelines

If students need to settle claims, they can follow the "Ping An Claims Process" (Annex 5), "China Life Claims Process" (Annex 6), and "China Life Self-service Claims Operation Steps" (Annex 7) for claims settlement.
